The Hampshire Safeguarding Children Board (HSCB) is very committed to Safeguarding Children Workforce Development.
LSCBs use the Working Together 2006 (HM Government) to guide them in their responsibilities. In this statutory document, the role of LSCBs in Safeguarding training is defined as ensuring that single and interagency training is provided but LSCBs are not required to provide training itself. In defining the role of employers, it states that it is the responsibility of employers to identify adequate resources and support for inter-agency training, and to ensure that staff receive relevant single agency training that enables them to maximize the learning derived from inter-agency training.
Inter-agency training gives the vital opportunity to gain an understanding of other agencies and how to work in partnership with them to protect children. In addition to the safeguarding children training and development provided within agencies, the HSCB co-ordinate a range of interagency training opportunities including seminars, workshops, conferences, training packages and its well-regarded interagency training programme, described in the most recent Joint Agency Review as "Robust". The courses are managed through Hampshire County Council Children’s Services and can be access through their Learning Zone.
The training programme, an interagency trainer and administrator post are funded by the HSCB partner agencies and are free-at-point-of-delivery to attendees from partner agencies. Free places for the voluntary sector are provided at each training event and course. Further training opportunities also exist for voluntary organisations via www.hants-alliance.org.uk including free web-based training via Safe-Net. For-profit organisations may also access appropriate HSCB courses at a charge to cover costs.
A training package and guidance document has been produced to help you fulfil your responsibilities when attending Child Protection Conferences and Core Groups. This document contains templates for the reports to conferences.
The HSCB have recently decided to develop web-based on-line training. This training will be available to the whole Children's Workforce free of charge. Whist we recognise that this type of training will not meet the needs of all, it is an increasingly used method of training and particularly suited to those working non-standard hours and those whose role requires them to have a broad overview of their responsibilities in safeguarding children and what to do if they have concerns regarding a child. The NSPCC and a variety of other providers provide similar training at a cost and the North Yorkshire Safeguarding Children Board are happy for anybody to access their free certified training. This may provide a suitable solution for some until the HSCB on-line training is available.
