The Hampshire Safeguarding Children Board (HSCB) is very committed to Safeguarding Children Workforce Development.

LSCBs use the Working Together 2010  (HM Government) to guide them in their responsibilities. In this statutory document, the role of LSCBs in Safeguarding training is defined as ensuring that single and interagency training is provided but LSCBs are not required to provide training itself. In defining the role of employers, it states that it is the responsibility of employers to identify adequate resources and support for inter-agency training, and to ensure that staff receive relevant single agency training that enables them to maximize the learning derived from inter-agency training.

Inter-agency training

Inter-agency training gives the vital opportunity to gain an understanding of other agencies and how to work in partnership with them to protect children. In addition to the safeguarding children training and development provided within agencies, the HSCB co-ordinate a range of interagency training opportunities including seminars, workshops, conferences, training packages and its well-regarded interagency training programme, described in the most recent Joint Agency Review as "Robust". The courses are managed through Hampshire County Council Children’s Services and can be access through their Learning Zone.

The training programme is funded by the HSCB partner agencies and is free-at-point-of-delivery to attendees from partner agencies. Free places for the voluntary sector are provided at each training event and course. Further training opportunities also exist for voluntary organisations via www.hants-alliance.org.uk including free web-based training via Safe-Net. For-profit organizations may also access appropriate HSCB courses at a charge to cover costs.

A training package and guidance document has been produced to help you fulfil your responsibilities when attending Child Protection Conferences and Core Groups. The guidance and report templates can be found below in the Child Protection Conference section.

The HSCB have recently decided to develop web-based on-line training. This training will be available to the whole Children's Workforce free of charge. Whist we recognize that this type of training will not meet the needs of all, it is an increasingly used method of training and particularly suited to those working non-standard hours and those whose role requires them to have a broad overview of their responsibilities in safeguarding children and what to do if they have concerns regarding a child.

HSCB Safeguarding Children E-Learning Basic Awareness Course

The new HSCB Safeguarding Children E-Learning Basic Awareness Course has been designed to provide an awareness of safeguarding children to all those working with children, young people and adults who may be parents/carers. The course takes about 60-90 minutes to complete. It has been produced for us by a training company called Aspire and is available to all agencies working with children, young people and their parents/carers in Hampshire. The course has been funded through the HSCB partnership funding and is therefore available at no additional cost to the user. 

 

On completion of the course, learners will:

 

·        Understand their role and responsibilities with regard to safeguarding children

·        Be familiar with the legal framework that relates to safeguarding children

·        Understand the concepts of confidentiality and disclosure

·        Be familiar with key policies and procedures

·        Be familiar with key definitions, signs and indicators of abuse

·        Be familiar with factors that may increase risk to children and families

To access the e-learning course

Please contact the Hampshire County Council Children's Services Workforce Development Team by e-mailing your name, organisation and a suggested personal password to cs.nominations@hants.gov.uk or phoning 01962 715669. You will be given a web link and user name which will enable you to access the course immediately.  On successful completion of the course you will receive a certificate.

User progress will be monitored by Children’s Services and reports on usage will be available to your organisation through regular reports to the HSCB.

In exceptional circumstances, where a learner does not have on-line access to enable them to do the e-learning course, a printable workbook is available for managers to use with their staff. Please note that this requires rather more input from managers than the e-learning course, for example marking the assessment tests and issuing the certificates on successful completion.
